Great question! So there are a few that might work. Pleasure House Point is a little spot tucked away off of Shore Drive in Virginia Beach that might be a good option. Also, First Landing State Park, near Shore Drive also, I believe has a spot that is dog-friendly. Ocean View in Norfolk is dog-friendly in the morning before 10 and after 6pm. Not entirely sure if that one allows swimming though, or if so which spots. I think the first spot to check would be Pleasure House Point.

They're definitely randomly pop up on the market - they normally start in the upper $500's-$600's.
