If i may correct this a bit. When you add carrots, celery and onions. Thats called mirepoix. It needs to be cooked and rendered before a protein is added. Specifically, onions should be caramalized first, then add carrots and celery. let that cook, and build the dish on top of that.

Your mom made a real cottage pie. A lot of people made this mistake. And it dosnt change the flavour at all... Its just the wrong label. She called it by the wrong name (my grandmother was the same) but the pies were still amazing... A great "shepards" pie is still a great cottage pie and vice versa. I hope you saved the recipe. I had to reverse engineer hers after she passed. I still think of her the first few mouthfuls lol.

Simmer until beef broth is reduces and peas (or corn) Add salt of needed, Top with mash potatoes. Bake at 400.
I make this exact recipe for cottage pie I don’t like ground lamb also we don’t like celery so we substitute it for corn and man it’s amazing, I’m literally cooking it rn because I forget the steps sometimes lol.
