It's because the Congo is improving relations with you too lol. So there is this ratio where you damaging relations. However since Congo is improving, that means the relations won't change and stay at 46. You could fix this only be expelling diplomats so that they dislike you and stop improving.

You were damaging your relations with kongo but he was improving your relations so you needed to expel diplomats or attack countries in the same region (your relations with the other countries gets worse when you attack countries in the same region)
If you add war reps, the enemy's war support will NOT go below zero until you occupy the capital, treaty ports work similarly but for the province it's in (or if the capital is occupied)
