Check the status of these students are they receiving free education through financial aid I bet they are UC universities are not the same as they use to be they started excepting more people based race color sexual identity and income more than excepting students who are paying their tuition and want to get accepted to achieve their dreams graduate and become a good citizen my daughter with a 4.6 GPA was not accepted but they took students with lower GPA because of diversity.
