    During his 3-day state visit to Rwanda in 1986, President Yoweri Museveni again allayed fears that Tutsi Rwandans in his National Resistance Army (NRA) would use Uganda as a base to attack Rwanda. Unfortunate for him, the RPF did exactly the opposite and are in charge in Rwanda today.

    Museveni: "There is no Rwandaship in my line of descent". I thought the Western Ugandans were Banyarwanda i.e Bafumbira, Bakiga and Banyankole (Hima). The borders we inherited from the colonial powers cannot change our ancestry and identity.

    Amazingly, Uganda seems to have embraced the man after disowning our Rwandan brothers and sisters in such a bold manner, especially after this invitation; "UGANDANS ARE OUR BROTHERS FOR EVER".

    Good history lessons here. I deeply admire the authentic African/ Ugandan accent. Were it a Kenyan, they would be trying hard to awe us with a Western accent. Shaka Ssali of VOA is another legend that has stuck to his African identity.

    Thanks Owana for sharing this video.
    However, I have different opinion to yours. It is not true that Museveni was not aware of what his military officers of Rwandan origin were doing to invade Rwanda (Their motherland).
    It is was a daylight truth that Museveni supported them militarily to topple down the Habyarimana regime.
    Mind you Rwanda, at that time, knew the negative effect Museveni's regime had on their country and they portrayed this suspicion openly to the extent that Museveni had to allay their fear during his first official visit to Rwanda.
    No doubt that the exiles had long plan to go back home by any means.

      During the bush the banyarwanda refugees had agreed with museveni that once ugandan war is done, then uganda would help them fight the govt of Rwanda, pipo like Rwigema, kagame, Bunyenyzi, bayigana, etc actually they were so many rwandese that participated in the luwero bush war, later on they got logistics including arms, foot, ammunitions, soldiers etc and attached Rwanda, eventually habyarimana was assassinated the way Oyit ojok was assassinated during the bush war in uganda. And banyarwanda weya the main actors in those deadly attacks

    I like your point about objective re-counting if history. It would be good if someone could do a history of Uganda going back to the 1960s, assessing the facts, good and bad, and not reflecting our collective biases and interests.

    The truth is that Kagame has no issue with Museveni, only Museveni thinks the boys should remain under his command and he forgets that now they're in different countries.
    Kagame has told him that they can always cooperate with win-win.
    And to make it clear, There is no one who escaped Museveni and went to hide in Rwanda, Rwanda has never allowed in anemy of Museveni or Uganda.
    No one has ever launched an attack from Rwanda to Uganda but recently Museveni allowed the opposite.
    And this time, it will be hard for him to reverse it.

All along, those officers have either followed or fallen to the side. You see him with your very eyes make nice with Habyara in this video, and then criticize him later. You can also see him promoting his NRA companions from Rwanda, only to start demoting them shortly afterward. He fought with them in 1996, only to fight AGAINST them in 1999. After the genocide, he expressed disapproval of the Interahamwe, yet he’s been supporting them lately. His reversals and counter-reversals are practically countless. One more isn’t impossible.

    Sir, I understand that your aim is to improve friendship between the countries. People commenting on history in a critical way doesn't mean they don't share that aim. It's natural that people discuss history and the same person might be critical of both sides at different times. It's ok to discuss history and still say history is history and it shouldn't prevent friendship today between countries. Quite the contrary, it may serve well as a lesson to not repeat the same mistakes.

    Mzee thank you for this piece of history. I was one the school boys chanting for Museveni on his arrival . Watching this is like a flashback.       It's Rwigyema that took the soldiers to attack after knowing that Museveni and Habyarimana were out for a visit. Maybe he knee about it but also Habyarimana is to blame. Because Museveni tried his level best to inform him about the refugees yearning to go back to their country but in steady paid a deaf ear which maybe pissed M7 off and acted like do your play _am out of it.

    I believe m7's point was always one. And he had faith habyarimana would understand him and pursue it that way. That this issue could be handled politically and reasonably and wasn't worth fighting about. And in that very speech he made it clear that it was up to Rwanda to solve it. It is a paradox of life that people will opt to fight first to be to talk instead of talking first and addressing issues before fighting.

      They did talk first but to no avail. By the time Habyara took the invasion seriously is when RPF had set camp in the East of Rwanda. That's when he was forced to attend Arusha agreements. But plans were being hacked with or without his knowledge for the massacre that took place.

    Good day Mr Owana and the man behind the scenes and Hello dear ugandan brethrens. First of all , thank you very much for your videos. I am a Rwandan who was born in uganda in the late 80s. My answer to your question is a big No. Tutsi exiles were not wanted back in Rwanda period, apparently because Rwanda was already too small to receive Tutsi exiles . In the early 80s or late 70s some if my memory is corrrect, Tutsi exiles that lived in uganda tried to come back to rwanda but they were shot at the border with there cattles and ironically asked the reason why they fled their mother land in the first place. They were forced to go back to Uganda. Thank God there were courageous young panafricanists like Late Rwigyema, H.E Paul Kagame, General kabarebe and even Ugandans like late bitamazire who stood up and fought injustice.
    Let's take their good example and carry on their legacy of panafricanism. Ugandans and Rwandans are one people divided by colonial borders and We'll definitely outlive the current conflicts. Peace to you all!

    The hypothesis of Habyarimana denying the rights of Rwandan refugees in Uganda and other neighboring countries that the country was full like a glass of water was wrong and complementing it with the assumption that the population density of 600 people/sqm is also wrong, now we are over 12,000,000 we live in harmony. Habyarimana was extremist period, he did not want a shared leadership in the country and this could not last longer while other rwandans were living miserably in refugee camps. Thank you.

      Before they killed him, he had signed a peace agreement with the RPA. They had shared power accordingly. He was not an extremist because during his rule Hutu and Tutsi lived in harmony (read Immacule Ilibagiza and Joseph Sebarenzi).

      Talk about Arusha agreement too, when Habyarimana saw that the neighbors were serious about the return of refugees and the share of power, he said that the he signed but the papers he signed had no value. He told this himself.

      @@felixntabana645 My understanding is that they had an RPF military in Kigali as a part of the agreement. It was the beginning of the process to put the signed papers into action. Therefore, it was not just papers but a binding document. The next step was to have PK and his fellows return to join the Rwandan government. JH had agreed to dismantle the presidential guard. After the return of the refugees, Rwanda was supposed to hold general elections.

      When President Museveni promised President Habyarimana that Rwandan refugees would not use Uganda as a launch pad for a war to return home, he also advised him to reach a settlement with his Diasporans. indeed, the right of refugees to visit Rwanda was part of the Arusha Peace Accord between RPF and Habyarima's government. Any state that denies its refugees the right to return nor even visit invites the response the RPF delivered.

      «Ethnic cleansing is the systematic forced removal of ethnic groups from a given territory by a more powerful ethnic group, often with the intent of making it ethnically homogeneous. The forces which may be applied may be various forms of forced migration (deportation, population transfer), intimidation, as well as genocide and genocidal rape.»

      Out history books, not those of RPF, tell a different story.

      You can read what the leaders at time, in 1987, were doing to solve the refugee problem!
      In the UN archives and the AU archives, you will find all the documents related to te refugees problem.
      All the documents show that President Habyarimana did everything possible to solve the problem.
      1. Proposed the voluntarily return of the refugees, and settle in the un-occupied areas of Rwanda.
      2. Proposed a naturalisation of the refugees in the host country. Rwanda government would help obtain that.
      3. Proposed to negotiate the refugees status. Rwanda government would help to obtain that.
      All of these were never accepted by the leaders of RPF. On september 30th, 1990. The representatives of the refugees were expected in Rwanda to come and see with their own eyes the conditions the Rwandans live in. All was set! from transportation to accommodations! But Instead, the RPF attacked a day later.

      The truth is that statement about Uganda denying rwigyema was the fault of a seemingly illiterate journalist of Bbs luganda tv who made a phone call to the updf army spokesperson inquiring about the children and affairs of estate of late rwigyema who clearly told him he has no authority to speak for the estate of the late rwigyema but to consult the administrator of the estate of the late man gen Fred who is currently in Rwanda and the ignorant journalist said the army has denied the general. The estate and the military records are dfrnt. Administrator general is that who keeps records of family affairs like children and wealth.

    Nobody should hurry to condemn M7 as a hypocrite for the assurances he offered Habyarima of 'no Rwandans in Uganda basing in that country to attack Rwanda.' Anyone could've have been in his shoes at that moment. What is important to ask now is, how efficient or inefficient was his gov't and military intelligence not to be able to foretell and forestall(if M7/UG had no interest in the invasion) the mass exit and movement of thousands of Rwandese Ugandan soldiers, with expectedly, lots of weapons from Ugandan military bases?
