Keep in mind that there is a group actively working to return I94 through the metro to being a local street vs. a road/Interstate. It's similar to work being done in other metros to restore neighborhoods divided as these were built.
Yes! I believe there has been some approval for it now. I think it is essentially going to be a land bridge though with a tunnel so the highway can remain. I'll have to check that out again

One time in the winter there were 4 lanes but too much snow to see them so i thought fuck it and drove wherever. I saw a guy come up behind me so I scootched over to the right and he passed no big deal. I feel like we were on the same page. Used to be west metro drove like assholes.and east metro were idiots, but that was the late 90s.
If you can be aware of your surroundings and not drive like you're the only person on the road you will be just fine. I say take it at your own pace but be aware of others who may have a faster pace

Lol, don't go anywhere near to the Twin Cities, Duluth, or Rochester. Traffic may be an issue, but idiots are likely more so.
I have driven all over this country and I truly feel our drivers are overall far better than other densely populated cities.
