    My understanding of technical debt is the feature that has been released but had issues and should be reworked by the developers but in your explanation it's seems those codes or issues were intentionally left undone to be worked on later

      Yes, it is intentional most of the time. The issues that need to be reworked typically are classified as bugs.

    Is it possible for someone with no tech experience whatsoever to be a scrum master?

      Scrum Master is a leadership role. No one will make you a leader or manager of a team if you do not have any experience no matter how many certifications you get. Having certs does not equate to having experience.
