It is legal to get drunk but establishments are prohibited to serve with intent to get people to drunk or to a person who intends to get drunk. Or something to that effect. You go to a bar to meet people or listen to the music, maybe get something nice to eat. At some point (long ago) bars required people to buy a meal voucher at the door so they can say that everyone inside is there to eat. Or that is what the bar owner would tell you. Ofcource that voucher is null and void when you get too drunk to get service... We are working slowly away from prohibitionist era.
