The finely shredded cheese usually has the most cellulose on it to keep it from clumping up and that inhibits melting. It's why I always buy the regular shredded and if I have the time (and energy) I just buy the block cheese and shred myself. The blocks are usually cheaper anyways.

Yes I noticed the cheese did not melt. Sometimes there are "additives" in bagged grated cheese that "change" it. Some kind of preservatives that prevent it from sticking together. I always buy blocks of cheese and grate it myself. It's healthier!

Maybe your cheese was a low fat version. They don't melt well.
The low fat cheese can be lightly sprayed with cooking spray and that helps it melt better.

There is an anti caking agent that they use in pre shredded cheese that keeps it from melting.
You can also rinse your pre-shredded cheese with cold water and it will melt. I tried this with pre-shredded Parmesan and it worked beautifully
