Figured I would poke my head in since nobody else gave you an answer. Yes, the classes mix a bit. But it mostly depends on what classifications a company uses e.g. Shell may use LR1-LR2 etc while BP may use VLCC ULCC classifications.
Penal Berth Hire charges will be applicable for Vessels not ready to sail after certain hours from completion of cargo operations. It depends on different ports on how the hours are adjusted and what charges are levied. Furthermore, for cargo handled on mechanised bulk berths, penal berth hire charges will be levied on shipping/vessel agents for non-adherence to productivity norms; for cargo handled on conventional berths handling dry bulk/break bulk cargo, penal charges will be levied on stevedoring agents for non-performance; and for cargo handled on liquid berths, penal charges will be levied on shipping/vessel agents for non-performance. Penal Berth Hire charges come under FDAs and will be a part of voyage related costs.
