The word "requirement" is used very loosely. BA's will not provide technical requirements, those need to be put in place by a systems analyst out the tech lead. In any case, a requirement is something that must be delivered to achieve the objectives.
Business analyst is not a solution designer..... No, the BA can give you the logical design, but it's the systems analyst who must translate that into a working/physical design which ban be implemented.

You really need to understand that the BA does not do technical requirements or designs. You are referring to system analyst work.
