They are professional hair cutting scissors that were recommended by a long time tarpon fly fisherman, they are called Fairy Muster, professional cut 15499, not sure if they’re still for sale today but i’m sure there are some that are similar

Usually no, they're best unweighted but theres always the option of using dumbell eyes to add weight.
