Yes and no. Wez's character is copyrighted so Lord General cannot look identical to the Mad Max costume. But it's styled close enough here and when played by the same actor, Vernon Wells, it's damn near good enough.
I saw this in the theater in Westwood the day it came out at the Mann National. The audience stood up and cheered at this scene. We just loved it. Great 80s movie. Damn, I miss this decade.

My car broke down in St Louis Park MN, when I went to pay for it, the tall bald “character” came into the office and got a Barqs root beer out of the fridge. Me and my friends stared at the guy like he was a alien until he walked out. The shop owner said, “you recognize him eh?”, looking at our jaws on the floor. Apparently it was his son in law.
He also played a small part in the psychiatric ward in the movie One Flew Over the Cuckoo's Nest. I saw him at the Santa Cruz Beach Boardwalk in 1991 he had a damn good-looking woman on his arm😂
