We have an online course available too for hoof trimming 101 with over 4 hours of material to learn from! myhorsecoach.com/courses/horse-hoof-trimming-101/ Where you can learn how to start trimming hooves and learning all about hoof health and good practices for trimming!
Some frog needs to come off in some cases, how much and where is a biology question for sure and a good one at that. Many horses have too much frog removed and some don't have enough. It's case by case. That's the best answer I can give you at this time as I don't know what they are cutting off or how much. This is a question for the person at the time probably.

Why do ferriers cut out some of the frog material and frog material when they re-shoe a horse?

Sorry asking late but where's the laminae?
I think you saw it but to respond anyways, it's the "velcro" that is in between the hoof wall and coffin bone.
