On Steam there is the option to fix the game files, I don't remember what the name of the option is specifically, but I think that can help in case something doesn't work.

With majors you should check the pinned comment. Basically you need to delete every single has_dlc line of code. To restore game files, click the gear icon and go properties > Installed files > verify integrity of game files.
Just buy them (otherwise, no, you have to delete overy line in every tab with the dlc name). Edit: You can't actually get all the content of the dlc like this, just the decisions, focus trees and some other stuff.

The process to get the dlc tech tree for a country that already has a custom tech tree is much more harder and I haven't found a way to do it yet. The method I use in the video is only for countries that by default use the generic tech tree. But I will keep looking for a way to do it.
I had the same problem (with the Netherlands) and you need to go to common->decisions->decision categories->[the country you want to play] and then crtl+f the mod that adds the focus tree for that country and then simply delete all the lines. (I have only tried this with the Netherlands but I assume that it also works with other nations)
I have problem. I pirated all dlcs when by blood alone came out. I dont know where I got them anymore but they worked very well. But now I did buy the new arms against tyranny dlc and it did not work. I tried to restart the game and all the basic stuff still the dlc would not load. So I clicked on steam search for damaged files or something. Restarted it and yes the dlc did work but all the cracked ones were gone! They are still in the steam foulder and I see em in the paradox launcher but they dont work anymore. If you have any solution please let me know or I wasted 20 bucks for nothing😢.

no I don't think so. most mods on the steam workshop modify these files. hoi4 is a very open game like it's very easy to manipulate and that's done on purpose. it's helped keep the game's community alive.

There are sometimes more than one, I recommend using a text editor that can allow you to search for them, such as visual studio code

No, you bought the game and the files, so you technically own them. And Ironman gets disabled when you do the change.

Sadly, no, because this only works on focus trees. Other content such as division uniforms are in the dlc's.
