Two of the other quadrants are instant death more or less (if the storm is going to be a they've said and radar shows). That's what he was saying about "being on the boat and knowing what to do". He was referring to navigating on the outside quadrants of the storm system and then following the storm back in. This is how you "stay home" for the storm, without really "staying home" exactly. Lots of people do it.
