Over 90% loan and 10% government funding!! and half of this is swindled in corruption are we really on the right truck?!
My perspective of Gen. has greatly changed. He is open about the challenge the ministry is facing and the milestones achieved. This is exactly how media should function if development goals are to be achieved.

Busabala Road - Munyonyo Entebbe Express Road junction needs serious caution signage and lighting, as a frequent user of the road, I have personally witnessed three fatal accidents due to limited/no lighting at all at that junction, the problem is that when one is slopping from Kigo towards Munyonyo, due to the darkness, the barricades and flyover pillars are invisible which makes it look like a continuation of the road, kindly work on the lighting and caution signage before many more lives are lost. A close friend of mine crashed in the junction and was very lucky to have survived but lost one of his legs.

Thanks AIIJ it was a very informative discussion, Gen spoke from an informative point of view, but my question is why does it always cost us lump sum amounts on certain projects and always face delays in their completion for instance considering the SGR project as a country our coverage in Kilometers is small as compared to Kenya and Tanzania but we are spending way much money on the same project as compared to the other 2 E.African countries
The interview was superb but only 2 questions the interviewer didn't ask m my view, 1. Why don't they construct dual carriage highways? 2. Why not install security lights when constructing New roads and those under? rehabilitation? Nze ndowooza, if they can do that accidents and criminal activities may reduce.
If the Ministry of Works subsumes the functions that were previously played by UNRA, who will be the regulator in the transport sector in Uganda? With absorption of UNRA, the Ministry will become both a formulator of transport policy, laws, regulations and standards while at the same time being an ctive implementer that is involved in procurement of service providers, contract management and road maintenance, among others. In such a scenario, where would an aggrieved party e.g. in contractual processes, appeal? And we all know that MoWT does not follow corporate governance principles - a key requirement by some of the leading funders for infrastructure development projects. Moreover, UNRA has a staff structure of about 1,400 personnel whereas MoWT has a total staff structure of about 125 employees!!! How will this huge number of employees fit in such a small staff establishment for the MoWT?!! I see a looming disaster with this RAPEX exercise that has been guided by emotional considerations instead of logic and pursuit of the best interest for Uganda.
Just wondering, how will the kampala-jinja expressway kick off if UNRA is going to be merged?Secondly how will MWOT handle the bulk of work since UNRA is going to be merged in MWOT.

Alright, General Katumba Wamala (Retired), the Minister of Works and Transport, please let me take a close look at what you have just said. When asked by Mr. Serwanjja about "the terrible roads " in Kampala that have "contributed to accidents," you have responded by saying that "some road networks " in the city are the responsibility of the "city," which is the Kampala Capital City Authority (KCCA) and not your ministry. However, according to the KCCA Act of 2010, the Executive Director (ED) of the KCCA reports to the Minister for Kampala, who is a member of the Museveni cabinet as you are. Both of you appointed by Museveni have an OVERSIGHT responsibility over "some" of the Kampala "road networks", to see to it that the "designs" and "standards" of the roads your ministry has "approved" in Kampala are actually carried out as planned and in a timely manner, aren't you? Furthermore, are you aware that despite your efforts to "collaborate" with the KCCA in managing the city roads and the traffic the agency has refused to cooperate simply because they don't have to? Worse still, only recently we heard testimony by the KCCA officials before the parliamentary COSASE that there is absolutely no working relationship at all between the KCCA and the Lord Mayor as well as the City Council, even though they "work in the same building!" The KCCA had been aware of the potential for disaster at the Kiteezi site "as far back as 2015," yet neither the Lord Mayor nor the KCCA had done anything about it! So, what purpose does the KCCA serve in Kampala? Does this state of affairs tell you anything about the KCCA, General Wamala? The ED of the KCCA an appointee of Museveni is sadly not ACCOUNTABLE to anyone in the city by design. We know who does not wish Kampala well since it is located in Buganda. They have been fighting against Buganda tooth and nail since independence in 1962. So far, they have failed to attain their goal. That is how resilient Buganda can be. The ED does not have to cooperate with the Lord Mayor, having usurped Mr. Lukwago's powers to run the city to which he was elected the Lord Mayor! Do you agree or not that the KCCA Act of 2010 by which the KCCA was formed is the culprit and nothing else? "When you deny responsibility, you get irresponsibility," admonished the late Dr. Mayanja-Nkangi, a monetary economist, statesman and Katikkiro of Buganda; a lesson he learnt as a pupil at King's College Buddo. Had the Lord Mayor the sole responsibility of exercising his mandate which was handed to him by the residents of Kampala, but without interference from the KCCA, he would have taken full responsibility for the Kiteezi "catastrophe" or by stepping forward to do what should have been done to prevent it. Moreover, you would not be hard-pressed to "collaborate" directly with the Lord Mayor on the state of the roads and the traffic in the city instead of dealing with the ED who couldn't care less. Therefore, the sooner the KCCA Act of 2010 is repealed the better. It would get rid of the office of the ED, restoring the mandate of the Lord Mayor and the City Council, as well as the power to decide who will run the city to the residents of Kampala where it belongs. Today, the residents have no say whatsoever in how Kampala is governed, simply because their elected officials ACCOUNTABLE to them have been rendered powerless by the KCCA Act of 2010, by which the ED's office was created.
De contractors doing Jinja-Kampala Road are just thieves coz de standard of their work is very poor. I wish dat contract was given to de Arab contractors who did de Tirinyi-Pallisa Road, Pallisa-Kamonkoli Road and Pallisa-Kumi Road. De minister talked of Uganda driving licencing department of not being corrupt but I personally paid 200k without a receipt, isn't dat corruption?

It’s unbelievable that Uganda has found a way of how to manufacture buses but not one government official can regulate the way local businesses like street vendors and border boders operate plus the super dusty streets and potholes,how about the president using his powers to make some people do their job. Do you agree or not that the KCCA Act of 2010 by which the KCCA was formed is the culprit and nothing else? Had the Lord Mayor the sole responsibility of exercising his mandate which was handed to him by the residents of Kampala, but without interference from the KCCA, he would have taken full responsibility for the Kiteezi "catastrophe" or by stepping forward to do what should have been done to prevent it. Moreover, you would not be hard-pressed to "collaborate" directly with the Lord Mayor on the state of the roads and the traffic in the city instead of dealing with the ED who couldn't care less. Therefore, the sooner the KCCA Act of 2010 is repealed the better. It would get rid of the office of the ED, restoring the mandate of the Lord Mayor and the City Council, as well as the power to decide who will run the city to the residents of Kampala where it belongs. Today, the residents have no say whatsoever in how Kampala is governed, simply because their elected officials ACCOUNTABLE to them have been rendered powerless by the KCCA Act of 2010, by which the ED's office was created.
De contractors doing Jinja-Kampala Road are just thieves coz de standard of their work is very poor. I wish dat contract was given to de Arab contractors who did de Tirinyi-Pallisa Road, Pallisa-Kamonkoli Road and Pallisa-Kumi Road. De minister talked of Uganda driving licencing department of not being corrupt but I personally paid 200k without a receipt, isn't dat corruption?
