If you listen to the likes of AIGP retired Kasingye, Yiga and a few others discussing issues around security, politics and police, i get shocked and start believing in what they say but it’s not what’s on the ground!!, what’s wrong with the system then ???
There a gaps in his answering. If he says that the police penalizes those who kill and harass citizens yet in actual it's not true. An example is in the story of the Commander of the Luuka events still moves freely and not forgetting the other all over the Police moving freely after killing citizens. These stories are in archives for reference.
These people also know the truth but if at his age he retired why is ochola still serving kweli and what advice is giving us who police ask for money,beat us

Because of ranks in the police , you will find the junior police officer decision can be over looked over by those are above him
