I am happy to have visited Dumaguete several times before this plan turns into anything. That plan will "kill" Dumaguete. If you had to do something, get rivers and drains cleaned and make a sandy beach. It could make Dumaguete something special. Make the roads one-way and turn some of them into pedestrian streets as in other cities. It will provide a life like no other city in the Philippines. Building high-rises is just a mini-Cebu City. Let those who like it move to Cebu.

I supported his masterplan for Metro Dumaguete since he was Mayor when i was in college in Silliman being a Civil Engineering Student that time.
