If you had to do something, get rivers and drains cleaned and make a sandy beach. It could make Dumaguete something special. Make the roads one-way and turn some of them into pedestrian streets as in other cities. It will provide a life like no other city in the Philippines. Building high-rises is just a mini-Cebu City. Let those who like it move to Cebu.
