So answers to questions:
1. When they started out, they were 15, which was back in 2016. They are now 20+.
2. NCT dream is a sub-unit of the brand group NCT. Everything else about one leaving and coming back is right. The brand currently has 26 members, hence the different sub-units.

The younget member of nct dream is born in 2002 (Jisung) one is born on 2001 (Chenle), 4 of them (Renjun, Jeno, Haechan and Jaemin) are from 2000 and the oldest from1999

NCT are a little complicated as a concept. They'd under SM entertainment- one of kpop's big 3 companies and arguably the first one (due to the company creating the kpop trainee system) NCT were an ambitious and experimental project that initially had an "infinite member" concept. They launched in 2016 and aimed to add members of varying nationalities and have several subunits. NCT also has a "fixed subunits" which are ones where the members stay consistent. NCT 127 for example is a fixed subunit. While on the other hand- there's NCT U,which is a "rotational unit" where the members themselves as well as the number of members can be selected from ALL active NCT members depending on who fits each song- NCT U can have as little as 2 members- or. 5,7,9- really any number is possible.
NCT Dream, at their conception where initially meant to be a bright fun group targeted towards younger audiences. At debut in 2016, the 7 members were between 14 and 17 and the group also includes the two youngest members of NCT 127 (Heachan and Mark). They had a "graduation system" where members when they turned the legal adult age in Korea (19) would leave the group. Because of this, Dream's oldest member (Mark, the only one born in 1999) actually graduated in late 2018 and was missing from a few NCT Dream comebacks after that. THE THING IS, NCT Dream have the most popular domestic fanbase of all NCT Units. They're actually the unit that got NCT as a whole their first Music Show Win. People had a lot of love for their NCT Dream line up and were very adamant about not wanting to lose them. So in 2020, SM entertainment finally announced that Dream will be a fixed unit, Including the previously graduated Mark, who was thankfully returned back to the group. To sum up NCT subunits, only including fixed ones and nof NCT U, there's; NCT 127 (debuted in 2016), NCT Dream (debuted in 2016, WayV (the Chinese focused subunit, promotes in China and sings in Mandarin- debuted in 2019) and most recently NCT Wish (debuted in 2024, Japanese based subunit). SM entertainment has also announced in 2023 that they will stop the "infinite member concept", with NCT Wish being the LAST subunit. So that leaves NCT with 26 members.
Also yes- every so often NCT would do full ALL member projects and promotions- which started in 2018, conveniently named NCT 2018. At the time NCT had 18 members. Such all member projects are usually named NCT+ the year. There's a lot more but I hope this helped explain it!
