What Blocksy said, but further: it helps encourage each other to be more aggressive and pressure the other rather than run out the clock. Some fencers are better under time pressure. It also keeps them from tiring as much which is important if they have multiple matches ahead.
I think I know the answer to the problem on non-combativity. Black Cards. Somewhere in my collection of VHS fencing tapes, I have the Men's Team Epee from the 2001 World Championships. If you don't know the story, it was the Estonians vs Hungarians. Estonia had one big guy with excellent point control that it was murder to get a single light on. So their strategy going into it was to keep the score low by not attacking, always stepping back to set up a counterattack, and let their big guy score as much as possible. For some reason, the Hungarian team played right along. What you got was the most boring team bout ever. To make it worse, the FIE had invited representatives from the Olympic Committee to the event, to show they why fencing team events should not be eliminated. And then we got the non-combativity rules, which we all seem to hate, yet live by all the same. But what happens at 17:30 just kills me. The Swiss fencer loses the first touche, and quits? And we're all OK with this? No. Black card his ass. And the Korean fencer was no better, playing along with it.

non combativity can happen accidentally pretty easily. Not a very good way to get ejected from a competition.
You do get p-black if you go for non-combativity many times
If you salute does that mean you concede? Or just mean you keep the score for your next teamate?
