i got his kit but still hesitating to max. maybe if i see an evidence that he can solo i might consider maxing him

New weapon its... Something, Leon Rework just make him up for current contents but we only in the first month of RE-SHINRYU so I don't know how difficulty jump in the next month.

Leon is good. His BT effect now help him to be used on more boss, even when they did elemental damages. However again re shinryu does have annoying tendency to bring back lufenia orb and from the first two, the still manage to sneak in self heal mechanism so yeah, you are more limited in team building whereas before you can just Astos everything to death while just bringing one Force canceler.
