At full rarity, definitely not, but if you want to play a cheaper version without high rarity, it is fairly accessible, but Photon Orbital is still a bit expensive, but the most expansive one, and mandatory one, being Number 90, it is not budget. You also can play without Photon Sanctuary, which isn't cheap either. So, if you want to build the deck, be ready to spend a decent amount for some specific cards. Hope that helps.
