  • A key pillar of Xi Jinping’s policy agenda is the fortification of China’s economic and financial system in the face of what he has described as US-led “containment, encirclement and suppression”. This talk explores the elements of this policy agenda and its implications for the United States and Australia.
    Jude Blanchette holds the Freeman Chair in China Studies at the Center for Strategic and International Studies (CSIS). Previously, he was engagement director at the Conference Board’s China Center for Economics and Business in Beijing, where he researched China’s political environment with a focus on the workings of the Communist Party of China and its impact on foreign companies and investors. Prior to working at the Conference Board, Blanchette was the assistant director of the 21st Century China Center at the University of California, San Diego.

    An American who has some understanding of China, very rare these days. But he has limited understanding of the US 😂. As a former Chinese ambassador to the US puts it, "there's no bottom line to the ill will of the US for China". Mr. Blanchette talks about the lack of market economy in China, but does acknowledge some very good chinese competitors. Where do these formidable competitors come from if there is no market mechanism? 😂

      ​@@gamingcentral2295 That's nonsense, an excuse, a copium. Does American state exist? Yes. Then it's a competition of state vs state, and Chinese market wins. Every state redistributes money, that's one of the basic elements of a state. The difference is that American state subsidies are inefficient (corruption, for example, is legal in the US, and is called lobbying) and favor the 0,01%, whereas China strengthens almost everyone through synergy, and the end result is that the US has no chance of competing with China because the Chinese economic model is better. It's not even close.

    This guy has some understanding of CPC but not all. Firstly does he actually understand what China wants from the 4 modernization, the idea first was became a major ideology under Deng Xiao Ping. This guy clearly like many other western Chinese expert only read half of what Deng actually said about China's internal and external policy. And Xi's policy is never about adjusting cages it is about China advancing its economy beyond being the work shop of the world, this has to be done through advancement in technology and stop certain bottleneck that can limit Chinese growth, Xi clearly see the semiconductor industry being a point or an industry to target, no sure it is Xi being the real genius and if not he certainly has a very good team surrounded him . Like many other this guy talk about demographic challenge in China, but this is a problem world wide, but one thing he does not understand is the fact that the US has much larger proportion of people that are older than 65 than China, 16% to 14%, also Chinese labor force is much much larger than the US 740 million vs 172 million. Many economic facts also point to the fact that reduce population does not directly result in reduction in productivity. The US current policy towards China has nothing to do with PLA, it is to do how and why China decide to pursue its own future economic and social development. The US has a policy that it would not stand for any kind of peer challenge regardless of what Chinese political system really is, even if China is to convert the current political system into democratic one. The US wanted a China that it can control economically and politically, anyone witness what happened in the last few years would have know this when they can look beyond the lens of 'democracy' or 'communism'. I think there is a way out of this and that day will be China totally destroyed the idea that the US can continue to maintain its dominance over China in technology. Talking about Geopolitics America's current success in building a block countering China only appear with Japan/Korea in East Asia, India and Philippines further south with Australia and possibly New Zealand, there is very little support in other ASEAN countries in the region, then there is Burma, Pakistan, Iran, much of middle east much in favor of China rather than the US, this also extend to Africa and South America. European is in Europe and there is only 28 countries in NATO and they are not in immediate border near China. Talking about C919, China was using the GE engine for the earliest example of that planes and gradually we are seeing they are putting their own home made engine into the newer planes, they do have a step by step procedure to build these planes base on their home technology, if we look at their space technology and their advancement in tech, I would not as confident as this guy here, about the semi conductor industry, five years ago when trump kicked off his sanction against China, did the US actually think that last year China could develop its own 5nm chips ? Not only have they successfully increase the capability of their maturing semi conductor industry and they move far beyond what the US thought they would in a little over four year. Now if you ask Nvidia CEO Jensen Huang who he considered to be the most major challenger for his company, his answer was Huawei. The more US sanction China the more likely hood they will forge their own way into having their own ecosystem to semiconductor industry that will eventually shake off the control of the US companies have over them. The sanction is also galvanized Chinese tech companies together.

    When u judge everything thru d hubris Western lens..way of thinking, d unique capitalist system, governance, etc.. everything about China is not ideal. But d funny thing is China has been outperforming everybody for d last 3 decades, n d Western liberal ways have not delivered results for its society during d period.

    Agreed, China is building two new "Maritime Great Walls." 1) Maritime Great Wall 1.0 from the North Pole to NZ. 2)Maritime Great Wall 2.0 in the South China Sea along the Six Dotted Lines.
    Together both Maritime Great Walls 1.0 and 2.0 will secure Chinese goods, services, shipping, and citizens around the world. Both these Maritime Great Walls in the Pacific Ocean and South China Sea will be secured by the PLA and all carrier groups. 😂

    China **should be** worried about external forces rather than about "internal rejuvenation".
    These strategies against external forces is across the board - science and technology, defence, soft power (not so successful), currency and capital security.
    The world has changed since the China-Russia axis has taken shape, starting with the Ukraine SMO (which has been played out since 2014, intentionally by the other axis).
    At the end of the day, the axis with the most economic power will win the geo-political. China (manufactures), Russia (energy, commodities) will emerge stronger.
    I want to see the day that the global south will see their lot getting better.
    I wonder why there is no mention about hegemony.

    We have the Korean war and a containment policy until at least early 1970's . Kissinger's policy influenced US-China relation for the next 50 years ---diplomacy are work until his death. What we were left with are WWIII warriors, disguised as diplomats or foreign relation experts.

      The idea of "containment" by the party in power (such as the US, or the "west" as a collective lead by the US) for their adversaries or potential adversaries is exactly to prevent this from happening by denying them the means to gain such capability. They don't need to think about difficult questions like "who's right or wrong" if no one can challenge them.
      Alas, we can see that it just doesn't work and the containment itself might create enmity in the first place and make matters worse as time goes by.

      Democratic countries are more often than not, not run by the president, PM, or whoever in charge as the head of the state/government. They who hold the power are the lobbyists (finance, advocacy groups, etc.) , old men/women in power sitting for ages in the government, and influential institutions (military, think-tanks, intelligence, etc.) who together make up the "deep state".

    The best outcome for the N.W. Pacific region now is for U.S. allies to jump ship, so to speak. Neither Japan nor Korea need to remain subservient to the U.S. Both Japan and South Korea have a lot to learn from the DPRK; their close North Korean neighbours, having struggled against U.S./UN sanctions sufficient to become a genuine sovereign country whose people are now all the more resilient and secure.     Opinion disguised as fact! The speaker asserts his opinions critical of China and its leadership purely to assert the superiority of his Western paradigm. US semiconductor restrictions, which he upholds as critical are built on one critical technology - EUV lithography. From Etching and deposition to photoresists and packaging, China's domestic technology advances.
    To be honest, his critique is merely singing sweet music to the ears of a Western audience. It is a form of group self-deceit where the speaker searches for areas to critique and exaggerates their impact. His analysis is filled with the usual "Beijing fails...", or "Xi fails..." wishful narrative. He presumes to know the thinking of a leadership that he has never had access to directly or even indirectly.
    Consider his analysis of the C919 aircraft. He upholds this as a testimony of Chinese technological dependency, however, the Chinese tactic is to seek the best technologies at the prototype stage - otherwise, they would have gone for easily accessible Russian aero-tech. They do this to ensure that a standard of quality is upheld when they eventually substitute with domestic-based systems and components. This is called "catfishing", and is practically illustrated by Tesla's introduction to the Chinese EV market which has raised the quality of Chinese EVs to their current world-beating standard. Meanwhile, the Chinese are about to launch in quick succession the C929 and the C939; rapidly building on their 15-year learning experience with the C919.

    Mr. Blanchette’s confidence that he could do a better job of running China than Xi seems to rest upon an unshakable faith that China and the U.S. can have a mutually profitable mercantile relationship, and he gives us some advice on how China might better pursue that goal. On how China might better pursue some of its other goals, say, of ethnociding the Uyhgurs in its newly occupied Eastern Turkmenistan, Mr. Blanchette is silent. These goals are perhaps eliminated from his calculus as being extrinsic to a mercantile concentration. However, what if China’s goal of Han ethnocentricism trumps Mr. Blancette’s mercantilist utopia in the Chinese Emperor’s calculus? Fate is indeed a cruel mistress for having put Xi instead of Blanchette in charge of China’s future.

      Half the game of politics is how well you work with other politicians and those under you..
      So no, he has no connections or standing in the CPC so no, he could not even be a successful village leader, let alone a city mayor, provincial governor or president.
      He would need to start from the bottom and lift up a village from poverty over like 10 years or so to open doors to keep moving up the political ladder, and I doubt he would be able to last and succeed in those first 10 years as he tries to prove not just his capability as a leader, but also his ideological and national loyalty to China and CPC.
      He probably wouldn't even pass the first step. To join CPC. Apparently even xi got rejected 3 times before he succeeded.
