Dude he was in ROME, and was trying to make it clear that Captain America is not just about America but ideals that all countries should have.
Yet he said Captain “America” shouldn’t represent America. Don’t act like everyone misheard or misunderstood.
They asked him, "What does Captain America represent to you?" and he explicitly said that America isn't even one of the things.
He didn't say that Captain America doesn’t "just" represent America. He said he doesn’t represent America at all.
I don’t think he meant anything by it and I’m definitely still going to see the movie and be an Anthony Mackie fan. It was just a dumb thing to say.
He came out with a response on Instagram.
So, to be charitable, I'm going to assume what he meant was that Captain America, while Captain America represents America, he also has universal characteristics that people all over the world can relate to.
He said he's a proud American, he respects those who serve, and that "Cap has universal characteristics that people all over the world can relate to.” He's also said other things in the past that make me think he's not anti-American or anything like that.

I think that was just silly. Yes, I believe America is institutionally racist, but comments like that are just illogical and foolish. You should try to bring people together.
I agree about bringing people together, but if America were institutionally racist, wouldn’t it have laws designed to oppress certain racial groups instead of affirmative action and anti-discrimination measures?
Besides, labeling an entire country that way just leads to division. If the goal is to bring people together, wouldn’t it be better to focus on shared values?

For example Planned Parenthood targeting black neighbourhoods, actually I think Clinton helped pass a crime bill that singled out black people. Also there is history. We are told that the birthplace of civilization is Greece. But the Greeks learned from the ancient Egyptians who were black. To this very day people are still lying about the ancient Egyptians (no Cleoptara was not black).
