"Yes" is the strongest word in your media policy. "Yes, I can include your notes slides, if I have them an hour before the service begins." "Yes, I can use your background image if it is original or comes frome one of the sources listed below." I always try to say "yes, if" rather than "no."
I just implemented a written policy for our guest presenters. With our lead pastor we have a process that works a bit more last-minute (notes by 8am for 9:30 service). In this case we always get the notes in a format that works well for our templates and process. For our guests, who knows what we will get, so I ask for two full days so I can test, adapt, etc their media to our system. We now share our document with guests as soon as we know they will be presenting.
Is if too many media background added (each around 100mb) in ProPresenter will make the software performance lagging? Or is it because too many song lyrics? (We have around 1000+ song lyrics on it).

I'd remove unused media first. Also make sure the ones that remain are the same resolution of the screen you're outputting it out to.
