Then he got stronger in Water 7/Enies Lobby but they were in multiple no win scenarios that they got through only because his allies thought what to do prior. And then he needed a miracle named Merry to save them. Finally, just before the L Train they fought Moria who would have just won if he wasn't impatient. Moria is powerful enough that he could have just won against Luffy without much problem if he didn't get mad and absorbed so many shadows but he wanted to prove Luffy a bitch and lost cause of it.
So Akainu's scared face was something added to the anime. In the manga he wasn't afraid at all. We all may hate Akainu but at least he's willing to backup his words with action.
