I mean, they could take inspiration from Enclave Reborn, they do basically exactly what you suggest. The focus tree opens with a single short focus tree around politics, then once you make your choice it spits out some more focus trees. Hit some checkpoints there and more pop out.

Also, if you are having difficulties playing a country because it has too big of a focus tree, imagine the pain the developer had to go through and time to make this, its a perfect focus tree for a long play, you could play Luxembourg till like 1970s, why cant you play Turkey with a huge focus tree and lot of content, just progress down the tree and see what options do you have.

My brain does not work the same as yours for me its very confusing. The first time I tried to record a video on the mod I restarted 3 times and ended on some kind of boring non aligned path wile losing 5 hours in the process.
