i think that was always kind of the point, at least in post-BO1. BO2 and (to a lesser degree) CW really did try to show the flaws with the CIA's methods and how what they were doing was wrong, even if it was for a good cause, with Bell's bad ending in CW and Raul Menendez's backstory in BO2 being great examples. if anything, i almost prefer CIA scumbag Hudson over BO1 Hudson, because it makes him more of a nuanced character and less of just a typical Call of Duty macho badass protagonist.
I can proudly say I saved Lazar on my first run of the campaign, he’s way more lighthearted and grateful that you saved him compared to Park’s “Ok, and?” reaction.
During the Cuba mission, Park wears make up. Something I noticed is during that mission they were talking about how they’re gonna go for a drink after, and if you save Park, when you get back to the CIA safe house, Parks eye make up is like tearing up like she was crying. So I think that she was sad that Lazar died.

I saved lazar my first time and i didn't regret it but when my second playthrough came around, and I did the bad ending, I was sad when I had to execute him for the calling card because he was a genuine character that I liked
I mainly didn’t save anyone because of one reason, after saving park or lazar it doesn’t matter if they treat you better or anything they still betray you in the end (even though lazar and park try to turn you back in ambush ending) and it’s terrible so honestly not saving them is probably the best option.
