Replace it. Glue doesn't replace the electrolyte.
Why would you repair a burst capacitor when it's cheap enough to buy a new one and replace it.
You can also glue together a broken window pane, but its not a good idea.

10V 1000uF is suspiciously like a low ESR cap and the higher the rated voltage, the higher the ESR is

This bs. There is only one way to repair a bad cap. Replace it. Superglue will do nothing.
