Favonius being S tier is a really stupid take, since Citlali does not particularly need that much ER, while her best main DPS teammate doesn't need ER at all.
Idk where you got your theorycrafting but I'm pretty sure the general consesus in the citlali mains subreddit is that the stats she needs are EM, ER, and Crit (if possible) because she needs ~200ER to burst every rotation (to keep the off-field cryo application) if you don't have cinder city (6 energy from 2pc bonus) or fav weapons on her team. So, the best weapons for her should be: 1. Signature Weapon - obviously 2. Sacrificial Fragments - EM substat + lowers ER requirements since you can use skill twice (~150-160% ER if using cinder city artifact set) 3. Fruit of Fulfillment (Sumeru craftable) - ER substat + 180 EM from passive at R5 (need 1.5s to get max stacks) 4. Wandering Evenstar - EM substat + Atk buff to teammates BUT this is a gacha weapon (need to pull on weapon banner) 5. Favonius Codex - ER substat + energy to teammates BUT need to build crit to proc 6. TTDS - Atk buff to a character BUT HP substat and need to swap to correct character
It's done on purpose to make ppl comment about it. More comments means more engagement metrics which might influence the YT algorithm. To put it simply, it might make his channel more visible for more viewers

I’d say ER does help, most of her damaging kit comes from activating her ult. Her passive needs her to activate ult.
