I agree. I don't get why people dislike fillers so much. They're usually really good and comedic, especially in Sailor Moon's case. Also, they add great character development.
You can tell who and which scene was made by Masahiro Ando or by Ikuko itoh in this episode, since they both worked on it. I think they did a perfect job on this episode.
