My theory is Sailor Tin Nyanko, does not have a starseed. Sailor Moon's attack Silver Crystal Power Kiss in the old anime had the power to heal/purify starseeds turning the holders good again if turned to a phage. If she had her starseed.. I assume the attack would have fully healed her, freeing her from Galaxia's control. The remaining bracelet is the only thing keeping her alive
The original manga version of Eternal Sailor Moon's attack I'm going to assume would have completely wipe out an enemy regardless if they had a starseed or not.

Cuma dulu namanya masih Sailor Moon, masih gunain lagu yg lama (bukan Makenai). Episode terakhir gak sempet nonton, tapi dari obrolan anak² SMA waktu itu (saya udah kuliah haha) keknya banyak dipotong sehingga ending nya kek terlalu dipaksakan.

From the looks of things, Sailor Moon's finisher only healed HALF of Tin Nyanko.
It was more akin to "She killed half of her" since without those bracelets she would have died.
It wasn't a direct hit. If you look closely, you can notice only half of her was hit
