That eaten-away support shows there was quite a bit of rust but underneath that Rhino liner, it might not have perforated the frame or floor pans. If not, wire brushing any loose rust, painting it all with POR-15, and THEN Rhino lining it would be an excellent strategy to keep this Excursion going for another 200,000 or 300,000 miles. But it would have to be thoroughly documented with lots of photos. Without photos of everything, no buyer will ever be confident of what's underneath the Rhino liner.
I'm up in New Hampshire & am currently dealing w/ rotted inner/ outer rockers & dog legs. Impossible to find a solid one up here unless it's been shipped from down south.

I’ve seen quite a few Excursions like that in the Maryland and Pennsylvania area. Definitely stay away.
