you need couple of optimize the topology of the clean geo to split in between parts for the rebar and the wall. Rebar will need a little bit bigger hole boolean, you need that for later rbd anyway, model it outward a bit, in my case I did pusk it out by its Normal. Do each part separate then combine in full procedural clean topology will help very much.
I would be interested aswell how to make this.. Do you have the rebars actually simulated as geo with the fractured objects or its just visualized and meshed from constraint?@@VuPhamRainstorm

If you are talking about the simulation, then you do multiple constraint over those materials. That will be good to go :)
