As opposed to like Cetrion, Shao, Erron Black where the custom abilities might fill in some deficiencies, enhance some strengths or maybe add a gimmick but not totally change how the character approaches their matchups. Man now I want to see a variationless tier list 😩 I feel like it would actually be super interesting like just digging into each character’s most intrinsic fundamentals

You don't need the ps4 from that country but you need the game that supports that region, from my knowledge there are 2 versions, the "US" version and the "EU" version, you can make a US account/eu account and buy the game on the store that way.
