This isn’t fair. Omega Rugal’s most powerful move is that AI can predict your jump input and release Genocide Cutter immediately. But…Otoma can’t even jump.
Otoma technically can jump and use jump attacks, but her AI isn't programmed to do that. If you control her yourself, you would find that her jump and jump attacks have no animation.
@@EV_life666 It looks weird. I don't have access to it myself, but I have seen gameplay footage of it from modders who managed to get their hands on Otoma. Whenever she jumps, she moves in the air like normal, but her body will be stuck in the standing animation.
Rugal's AI is made for counter human players, it attacks according position and gauge meter, also reads imputs and react instantly However, Otoma's AI is so cheap that Rugal can't counter it, she doesn't walk nor jump, her specials have more priority than Rugal's, imputs are instantaneous and almost never uses supers.
I believe Rugal has the better AI overall, but Otoma’s moveset is far, far more broken than his. Something we haven’t seen in KoF since Igniz. Against a human player Otoma’s AI is kinda lousy. But against another CPU? It’s all out.

Rugal lacks an infinite gauge meter (or do his DM without using meter), he lacks health recovery between rounds (it's something that doesn't seem, but it is really necessary), and he also lacks a higher life bar, just like KOF 2002 UM. All before was just to put him at the level of the SNK BOSS SYNDROME tittle, but they could make him even more OP by adding healh regeneration like NGBC or more stunning in his attacks.
I actually like this version of Rugal, he is strong and not because he has a lot of unfair advantages to compensate for dumb AI (like Igniz), but because his AI is well built and knows how to play (Like Goenitz). It's quite fun to fight him.

I think otoma=raga has the most broken moveset in kof boss history aside from orochi. Older Kof bosses are much harder because their AI is much cheaper and less passive. and also they regain tons of health when they beat a character. But even the hardest bosses like igniz and magaki would be easier than otoma=raga and orochi if they both read inputs more, were more aggressive and spammed their best moves. Orochi's projectile and a few movess in raga's moveset like the fullscreen ear crystal smash just beat everything basically. Igniz has an infinite but he wouldn't even be able to get close to her. its so fast and armored.

To play the final bosses you can only play through a hack which means you can only play on a hacked ps4 or ps5 which I don't recommend doing as in order to hack the console you need to format it.also when hacking you lose everything you have on the console such as downloaded games, trophies, dlcs, etc. You also run various risks like damaging the console, you can't access the playstation store and you run the risk of getting banned It can only be done in PC games, only it is not recommended to buy and play online.

We are lucky that Otoma's AI is bad in storymode. Otherwise she would be untouchable. I have never seen that much powerful boss like her before in any kof games. She is the most beautiful & powerful character of kof without any doubt.
Otoma Raga gotta be the most p**** a** boss in whole history. This character is like afraid of everything. Every single of her skills are long range and high area covering. None of her skills approach close to her opponent. And also she is the only boss in whole kof game history to have a revive as well as the only character.
@@Dee15gon It was more an observation of how much it has changed over the years. Rugal was an input reading SOB with high priority but he didn't have the reach that some later bosses like Goenitz, Igniz, Magaki or Otoma=Raga have.
Bring back 98 Omega Red. He'll destroy Otoma Raga. I think the 2002 version (I forgot the exact year) is pretty damn powerful if controlled by a player (aka spam the insta-cast giant fireball).
This isn't even the worst boss I've seen. Younger Toguro from the old SNES Yu Yu Hakusho fighting game was much worse. Imagine a boss whose super move is a rush that has zero startup (so you can't see it coming), covers nearly the entire screen horizontally, is 100% unblockable, autoguards everything including other supers, and chunks off 90% of a full life bar if it connects. Congrats, you just envisioned Toguro's Full Power Tackle SDM. What's that? How do you deal with it? You don't. You kill Toguro as fast as possible and pray. If he uses it at all you are likely losing that round.
Otoma=Raga is cheap but in a corny way. Genuinely the worst FG boss I've fought among the ones I've played. She's not even too difficult, just annoying to fight and not fun to watch

@@Dee15gon It was more an observation of how much it has changed over the years. Rugal was an input reading SOB with high priority but he didn't have the reach that some later bosses like Goenitz, Igniz, Magaki or Otoma=Raga have.

Bring back 98 Omega Red. He'll destroy Otoma Raga. I think the 2002 version (I forgot the exact year) is pretty damn powerful if controlled by a player (aka spam the insta-cast giant fireball).

This isn't even the worst boss I've seen. Younger Toguro from the old SNES Yu Yu Hakusho fighting game was much worse. Imagine a boss whose super move is a rush that has zero startup (so you can't see it coming), covers nearly the entire screen horizontally, is 100% unblockable, autoguards everything including other supers, and chunks off 90% of a full life bar if it connects. Congrats, you just envisioned Toguro's Full Power Tackle SDM.
What's that? How do you deal with it? You don't. You kill Toguro as fast as possible and pray. If he uses it at all you are likely losing that round.

Otoma=Raga is cheap but in a corny way. Genuinely the worst FG boss I've fought among the ones I've played. She's not even too difficult, just annoying to fight and not fun to watch
