I like how you're going for the gun carriers, I read a book by a german sniper on the eastern front, and he said the only armor support he really ever got was two marder 3s. Only because they were facing so many T34s. Apparently they normally used artillery, Pak guns, and panzerfausts.
I would try grabbing a 7.5cm LeIG 18 they have decent range and are very accurate, good for taking out AT guns and other hard points from defilade. Also its just the sort of semi obsolete kit a prison detachment would be handed.
an idea you could use for tanks could be something like, you are given a tank but you only get one of X tank and you cant repair it because this is the convicts and they dont get spare parts
