That 1 CD will turn to 0 because the skill isn't reliant to CD itself, but as long as you have NP to consume and don't have 50 crit stars yet. And yes, his NP can penetrate Invulnerable and Solemn Defense, but it won't penetrate Evade since it's in line to Mooncell lore.
From what it's written, it should be usable above 50 stars but you won't get anymore stars from the skill so it's paying 10% NP for only the card shuffle.
I don't think that there might be more bosses with anti purge defenses in the future. They might have created the trait/skill to pierce anti purge defense in order to give that one to bosses to nerf the castoria teams of us (players) in challenge quests..

Yeah, solemn defense Pierce is meant to be an alternative to Pierce invul and not an upgrade
