Two tips, having just done this job today. 1) The rearward bolt holes aren't easy to drill. There is a flange inside the frame member where the bumper reinforcement integrates into the rail. In other words, a second layer of metal on the rear side of the rear hole. Makes it fun to drill out depending on where the flange is on your particular car. 2) Do yourself a favor and get some CRC marine corrosion inhibitor spray. Spray liberally inside the frame rail where you've drilled. Once the hitch is mounted, spray more inside the small access holes on the rail to coat the hardware and drilled location inside the rail. This will prevent corrosion headaches years down the road. Step drill bits and a dremel with a grinding wheel are your friend for enlarging the front holes.
I would personally use polyurethane sealer under the plates and where the hitch contacts the car frame for a water tight seal around the holes, Because salt water will rust a hitch like this right off the car in the rust belts, You can buy the sealer I am talking about at any Reefer trailer repair location, it is used to make water tight repairs inside Refrigerated trailers for wall damage from mostly forklifts, Called FS1000.

Yes, it's a blind opening so there's no getting a wrench in there. The square shoulder on the hex bolt sits in the square opening of the block washer. Some manufactures do not do it because a vast majority of the owners of these vehicle will never put a hitch on their vehicle. Using new hardware to install a hitch is a good thing. I have a 2016 civic lx and I want to tow a jet ski but I’m worried I would be putting too much stress on my transmission. Anyone try this out yet and have any problems? The owners Manuel says I can tow up to 1000 lbs but I don’t want to take any chances.

You're not the first person to have issues drilling those. One tip we've heard a few times is to start with a smaller drill bit and drill a small hole and then switch bits gradually getting larger.

You may be able to pull a small trailer with a wheelchair on it if it weighs more than 200 lbs or the vehicle cannot handle that weight. Can I tow a jet ski from this hitch since it has a tow rating of 2000 lbs. and 200 lbs. tongue capacity? The jetski and trailer weight roughly 1000 lbs. I'm not asking if the vehicle can handle it but according to the numbers this hitch should work right? I am asking because I don't see any high rated hitches (class II and III) for this generation Civic.
The class one hitch has a working 1500lb tow ability. Anywhere near 2K is asking for trouble. 200lb tongue weight would come into play depending on what type of trailer is used

Be careful with these hitches on 10th Gen Civics! I bought a Honda Certified car with 16k on it and the frame was starting to rot near the drill locations! West Coast car nowhere near rust.
Going to be that guy and say that any iron ions exposed to water will corrode. It doesn't matter where the car is located, geographic to have rust on the car.
If only I could drill those darn holes! This guys makes it look like a very simple process. Is nealry impossible to drill those holes! Well, for me "impossible" to the point that I just gave up. Would any metal drill bit work? do you need some special metal drill bit? WTH!

Why in the world car makers don’t provide some pre-installation bolts?. You know just place and secure (bolt in).
Some manufactures do not do it because a vast majority of the owners of these vehicle will never put a hitch on their vehicle. Using new hardware to install a hitch is a good thing. That way you know the hardware is in prime shape from the day you installed it.
