A cap marked 103 is [10][3] where [base]*[10^x]. So, 103 marking is 10 * 10^3 = 10,000pF. A much smaller 100pF would not work as intended. If the capacitor is _marked_ 100, then it’d be 10 * 10^0 = 10pF even smaller.
