For tweed I'd go for one of the electric ones if there is a fair amount, but if it's just a little bit here and there, a little careful razor work will do the trick.
I bought an expensive coat some months ago made of 100% virgin wool and it is pilling up every 5 seconds. I don't know if that's to do with the quality of the product (in which case I've been scammed) or if its due to my pilling removing method. I use a wool comb.

Maybe check out the 'Tescom KD778-H' for a Japanese version. Or the French 'Tefal JB7002'.

I prefer a cutter, to my mind it pulls less on the fibres.
