Hi, you may have resolved this already, but I was just having the same issue and found a solution. I went into the Admin section of Google Analytics and deleted the Google Ads links that I'd previously created to link with this Google Ads account. When i then created a new Conversion Action in Google Ads, GTM is shown as an option.
