You have no idea how much I want a rhythm game to adopt modcharts as an actual gameplay feature because shit like this and black sheep would be BUSSIN' with a dedicated studio or team doing stuff like this for a whole set list. Kingdom Hearts Melody of Memory kinda does in a way but thing like THIS.
Try Everhood! It's not a rhythm game in the immensely proper sense and has a story to follow, but the psychedelic nature of some of the fights shines through often.
I think In The Groove does? I know there's a DDR like that has mod chart like stuff as the bread and butter

The only problem with modcharts is that you don't know if you hit the notes, I think there should be a system of 2 videos, one on top of the other, where the second video has the transparent background (or something like chroma key) overlayed on top of the original video, this second video would have only the fire effect of the notes being hit. It would also be useful for the video to vary depending on whether you are hitting notes or not.
