This was from a what a cartoon show and was from 1997
The animation style is Identical to Tom and Jerry Kids.

I’ve been watching the Flintstones this month and remembered Dino had 2 of his own cartoons in the 90s. Strangely, whenever Dino looks at the camera, he reminds me of Rocko from Rocko’s Modern Life.
