It's Swedish. The other space marine is speaking Irish Gaelic. The kin is speaking Scots, which itself is a separate, but extremely similar language to English. The Tau speaks Japanese, Guilliman speaks Latin, Cawl speaks Binary, the Ork speaks Cockney (thus why he and the kin understand one another)

Hubris to think that by upwards progress people are able to unite over common goals and language, and climb back up to heaven or at least make the world a better place. Kind of twisted if you think about it.

It was a way to explain why humans are all over the planet and speak different languages, but why it was a tower I know not.
