It’s the quick resize in photoshop achieved by holding ctrl+alt+left click and dragging your mouse left to right (Mac) and on windows I believe it’s alt+right click and drag it left to right

For all beginers, it's better if you know the basics of things. Let's say for example, if you were to try this method on one of your pictures, it will most probably not work due to different grayscale of the image (as the "blend if" used in video utilizes background layer color)
So if you are eager to learn, first complete basis by following in depth tutorials/courses then come for these shorts
I think what he's trying to say if you don't understand how blendif works or how the blending layer mode works then this tutorial MAY not teach you much except for how to make this specific effect on an image like this. However doing lots of little examples like this will teach you a lot with how things work if you try and experiment with values within any of the steps. This is just one way of doing a lighting effect. For me, I do feel like this process is back to front. I would inclined to start with a soft brush and low opacity and then maybe gaussian blur then possibly look at changing blend modes etc. Not set blend modes and then paint.
