Growing up with this game, and seeing this game beaten so fast.... I am like.. “HUH?” I have never even beaten most of these levels myself, let all one as fast!

I think the Whale Bay would have been IL record even without that last balloon? But maybe IL records have to be in the time trial mode? Not sure how that works.
I believe the characters are unlocked based on the cartridge and not the save file so if you have a completed game file save with characters unlocked theyre available on a new file
I have always thought beating a game using Ng+ resources (in this case, T.T.) is a bit like cheating. Is similar to beating MGS using bandana or optic camo. It seems Speedrun community doesn't think the same though.
Rules for speedruns will always be at the discretion of the community that runs/moderates the game. But yes, typically using anything that is unavailable from a fresh state of the game for a new save file is considered NG+, but the DKR community decided a long time ago that TT the Clock (and Drumstick the Rooster) are allowed for all categories, and as such, there is no distinct category disallowing their use in runs compared to the default cast of characters. The main reason for this ruling is TT, despite being inherently faster than all other characters, is just the most fun way to run the game, and using any other character just makes the run the exact same but slower. That being said, people do run the game with the other characters for the "All Characters 100%" challenge run. Also, the only time something becomes "cheating" in any context is if someone breaks the rules. In DKR's case, everyone can use TT for runs, and as such is the agreed upon rule. So if runners decide to play without TT, they're just choosing to have a slower run at the end of the day. Hope that cleared things up

Mine was 007. My dad would help me navigate the menus, so he'd turn up the difficulty. I guess it was his entertainment

Yeah, beat the game once and tt becomes a playable character forever on that cartridge. Benefits of a cartridge, but downsides were cartridge tilting
If I remember correctly, you have to beat the developer time/ghost trials. T.T. should be permanently unlocked on the cartridge from then on.
