In cannon there are several tribes with different wargear and other kit, also post schism more of them had better gear but the better armor and weapons did exist beforehand, it was just less common in the field

I agree, although make them less damage resistant when their armour breaks or shields go down. Somewhere between the brutes of H3 and H2, because they were a little broken. Should not need to take 180 SMG rounds to take out one raging brute minor, just absurd.
To answer your question, Reach takes place before the events of Halo: Combat Evolved. Because of this, in the timeline, many things have not been invented yet, like the brute shot. Or at least, that's one reason why. It's all about how the canon makes sense in the timeline. It also could just be because Bungie simply wanted to do something different.

Man, this is why the early Halos are so good. They didn't have meticulous balancing, so you got insane shit like Sniper Jackles and cracked out Brute Berzerkers. Halo 1 legendary, you were afraid of facing an elite without cover and Flood at close range. H2 legendary you feared Sniper Jackles and the last surviving Brute, and Halo 3 is where you stopped fearing anything because nothing could drop you in an instant.
